In January 2018, an alarmist South China Morning Post article circulated stating, “Pakistan port earmarked for a Chinese overseas naval base.”[1] While this rapidly caught the attention of Indian news agencies, quick to decry this as another pearl in China’s string, this story to date seems to be nothing but hyperbole.[2] This instance happened to be an exaggeration, but India’s concern about China slowly cutting the sub-continent off through the “String of Pearls Strategy” is not. This refers to “pearls” of Chinese strategic bases around India, running from Hong Kong to Sri Lanka and around to Djibouti, and the “string” of land and maritime routes connecting them.[3] India is concerned this string could be tightened at will by Beijing to strangle India of vital resources that come from maritime trade routes. For reference, India receives around 90 percent of its oil by ship. In a strategically sound move, India has placed growing importance on its domestic defence sector but at present still remains the world’s largest arms importer.
Historically, as a non-aligned country during the Cold War, India built its defence sector with materiel from NATO, Warsaw Pact, and non-aligned countries, as well as some domestic arms thrown in. Despite recognising the complications of supplying and training a military with multiple types of materiel (India currently fields aircraft from 6 different countries), India continues to import approximately 60 percent of its defence requirements annually.[4] The other 40 percent is domestically produced, which while not a small amount, is still not satisfactory under the Modi government’s ‘Make In India’ initiative.
Rajnath Singh, Defence Minister of India, said, “the Government is committed to work towards achieving a US$ 26 billion Defence industry by 2025.”[5] To reach its goal, the Indian Government is pursuing two convergent strategies, the first of which is encouraging massive FDI (Foreign Direct Investment) growth. This includes a government run website encouraging potential investment by informing readers that, “100 FDI is allowed in the defence sector,” and “India plans to spend $130bn in 5 years on military modernisation.”[6] Secondly, the already existent defence sector is hard at work producing replacements for foreign materiel in current service. This includes a plan to develop a domestic fighter jet engine as their Soviet-built MiG fighters age out. Likewise, a supersonic nuclear missile and Agni-V ballistic nuclear missile were tested recently, adding India to a short list of countries with this technology. Finally, to reflect concerns about naval security, a modern aircraft carrier is being built in the Kochi shipyard and is set to be launched in 2021.[7] Reducing reliance on foreign defense manufacturing and increasing the ability to flex control of trade lines might go a long way in deterring Chinese aggression near the subcontinent, but India’s efforts aren’t exactly all smooth sailing.
The headwinds facing India’s defence sector might better be referred to as typhoons. The country’s premier small arms manufacturer, Ishapore Rifle Factory (RFI), domestically developed the INSAS rifle for the military in the mid-90s. This rifle has been nothing short of a colossal failure, putting soldiers’ lives at risk each time it is fielded. It even caused
negligence litigation to be filed in 2015. Despite this, the rifle only began to be replaced in 2015 by another domestic rifle, the Excalibur, also produced by RFI. Yet again, in mid-2017 the Excalibur failed army tests over concerns about quality control and ineffective firepower.[8] Elsewhere, plans to develop the Kaveri indigenous fighter jet in partnership with French company Safran have not gone anywhere, stopped this time by Indian bureaucracy. Similarly, a jet engine technology transfer under the US-India Defence Technology and Trade Initiative was suspended after intensive discussions went nowhere.[9] To date, India’s Army and Air Force still lack serious indigenous armaments.
Of the three main military branches, India’s Navy remains the most geopolitically important force, yet investment in ships has been lacklustre. India’s first modern aircraft carrier was ordered from a Russian shipyard in 2004, but 10 years on, $1.5 billion dollars over budget, and a splash of political intrigue later, the carrier was delivered.[10] Instead of learning from this and investing in domestic ship builders, the Navy has decided to contract 24 new submarines to the same Russian shipyard.[11] Chinese submarines have increasingly been spotted prowling between the South China Sea and Indian Ocean, yet India is putting faith in a lacklustre Russian firm to deliver 24 desperately needed submarines in a timely manner. The INSAS and later Excalibur rifle projects were driven forward in the face of clear issues by nationalism and political interest, and it would not be surprising to find the submarine contract is a similar story.
India’s hopes of raising indigenous defence production through FDI and contracting with local factories seems to be continuously dashed upon the rocks of bureaucracy. Though the government claims it has lessened these burdens for the sake of business, this clearly has not been the case. The US Department of Commerce also says, “they [India] invest little in research and development, resulting in slow development of new technologies. As a result, India’s defence industrial base is underdeveloped…”[12] In the short-term, China clearly seeks to gain a foothold in South Asia, assuming it hasn’t already with pseudo-military infrastructure developments in Myanmar, Thailand, Pakistan, and elsewhere. With this in mind, India needs to: 1, invest in building a modern navy fast, and 2, take a sharp look at how it attracts and retains foreign defence industry, as well as shifting focus onto developing what is already in country. It should be clear that relying on more than 10 countries to supply your military is unacceptable and unsustainable in case of war. Beyond that, not being able to rely on what you do produce at home is demoralising and similarly unsustainable. Nothing sort of a culture shift in the MoD will likely change these habits anytime soon though, so for now India remains the world’s largest defence importer. Investors in India’s defence sector should be prepared for a high barrier to entry, coupled with dense red tape and borderline corruption once inside the market. This market is a long strategy so defence companies should focus on export contracts instead of indigenous development, at least for now.

Suryanar Kovil (also called Suryanar Temple) is a Hindu temple dedicated to the deity Hindu Sun-God, located in Suryanar Kovil, a village near the South Indian town of Kumbakonam in Tamil Nadu, India. The presiding deity is Suriyanar, the Sun and his consorts Ushadevi and Pratyusha Devi. The temple also has separate shrines for the other eight planetary deities. The temple is considered one of the nine Navagraha temples in Tamil Nadu. The temple is one of the few historic temples dedicated to Sun god and is also the only temple in Tamil Nadu which has shrines for all the planetary deities.
The present masonry structure was built during the reign of Kulottunga Choladeva (AD 1060-1118) in the 11th century with later additions from the Vijayanagar period. Constructed in the Dravidian style of architecture, the temple has a five-tiered rajagopuram, the gateway tower and a granite wall enclosing all the shrines of the temple.

Chandran : Chandiranaar Temple

The Chandiranaar Temple (also called Kailasanathar temple or Thingalur temple) is a Hindu temple in the village of Thingalur, 33 kilometres (21 mi) from Kumbakonam on the Kumbakonam - Thiruvayyar road. Sevvai : Vaitheeswaran Temple

Vaitheeswaran Kovil or Pullirukkuvelur is a Hindu temple dedicated to the Lord Shiva, located in the Indian state of Tamil Nadu. Shiva is worshipped as Vaidyanathar or Vaitheeswaran meaning the "God of healing" and it is believed that prayers to Vaitheeswaran can cure diseases. Vaitheeswaran is a Tamil derivative from vaidya (Doctor) and Ishvara (God/Master). The presiding deity is Sri vaidyanathan. He is the God of Healing. When pronouncing in Tamil, it sounds like "vaideeswaran". It is one of the nine Navagraha (nine planets) temples and is associated with the planet Mars (Angaraka).
The village is also known for palm leaf astrology called Naadi astrology in Tamil. It is located 7 kilometers from Sirkazhi, 235 kilometers from Chennai, 27 km from Chidambaram, 110 km from Thanjavur and 16 km from Mayiladuthurai.

Swetharanyeswarar Temple is a Hindu temple dedicated to the deity Shiva, located in Thiruvenkadu, a village in Nagapattinam district in the South Indian state of Tamil Nadu. Shiva is worshiped as Swetharanyeswarar, and is represented by the lingam. His consort Parvati is depicted as Brahmavidyambigai. The presiding deity is revered in the 7th century Tamil Saiva canonical work, the Tevaram, written by Tamil saint poets known as the Nayanars and classified as Paadal Petra Sthalam. Shiva is worshipped as Apathsahyesvarar, and is represented by the lingam. His consort Parvati is depicted as Tribuvananayagi. 2019.09.06 03:52 realmoogin Lutris keeps disabling DXVK

So I'm setting up a PC for a friend with Manjaro installed and I've been trying to get WoW working through Lutris for a couple of days. After a lot of tweaking I finally got it working with very smooth, stable performance until the computer froze up and I had to perform a hard reset. Now Lutris changed the configuration I had and the performance has dropped to like 10fps in a menu.

When I tried to change the settings back to how I had them they all stick except for the DXVK toggle. For some reason when I hit save it automatically disables it and I have no idea why. I just had it working flawlessly for hours of gameplay and everything was installed according to the Lutris wiki.

I built my current PC with the help of a more tech savvy friend about 5 years ago and I'm thinking it's about time to upgrade the damn thing. I don't have an SSD so I want to start there with the suggestions. I also want to replace other parts too but I don't stay up to date with what's who in the computer realm so I'm looking for suggestions on any parts people may think could use some upgrading too.

Hi everyone!
So I'm not a mod, but I've seen quite a few posts floating around the sub asking questions about black henna / chemical henna and I just thought I'd pull some of my answers together in a single post and hopefully clear up some common misconceptions.
(MODS: If this isn't appropriate, please let me know.)
Firstly (and most importantly) I am not a healthcare professional. I am a henna artist who has been working with henna on and off for the last 10 years. As a general rule for life: please don't ever take any advice off an internet stranger without speaking to a healthcare professional to verify what you've found. Everything I'm sharing is based off my personal experience and research, and I certainly don't claim to be an expert on the subject.
Let's dive in!

Key Points

Henna is always brown. If it's not brown, it's not henna.
Henna always takes 24-48 hours to develop its final colour. If it promises instant colour, it's not henna.
Henna is like food. It needs to be used or frozen. If you see it on sale sitting on a shelf, it's not henna.

I got chemical "henna", what should I do?

I've put this towards the top because this is probably the most common reason why people are looking at this post.
First things first: get the paste off your skin as soon as possible.
If you've had a chemical paste on your skin, you've now been exposed and your skin and body may develop a sensitivity towards one or more of the chemicals used in the paste. This sensitivity could stay with you for the rest of your life.
As soon as you can, see your healthcare professional (GP, family doctor, or other medical person who will have access to and will be able to update your medical records). Tell them that you've been exposed to chemical 'henna'. If you're able to take any evidence with you (a sample of the paste, or one of the cones) this may be helpful. You may need to specifically mention the risk of PPD or aromatic amine (black coal tar dye), and you may wish to ask that your exposure be noted on your medical records.
The first 48 hours are vital, however don't assume that you're safe just because you haven't had an immediate reaction. According to this article, patients without previous exposure to black henna can take up to 14 days to display signs of an allergic reaction. It also goes on to say that some reactions may appear 45 days following the application. (You may want to share that article with your healthcare professional if they are unaware of the risks of black henna and/or PPD).
In the short-term, keep a close eye both on the area where you had the black "henna" and also your body in general. Be aware of any new sensations like redness, itching or tingling or just anything that doesn't feel right. Go with your gut on this one. Over-the-counter antihistamines may be able to help in a real pinch, but wherever possible always speak to a healthcare professional before taking any kind of medication.
PPD (and other solvents and chemical preservatives) can remain within your body for years, and can cause increased sensitivity to a number of things including over-the-counter and professional hair dyes. If at any point in the future you are considering dying your hair, please ensure that you do a full patch test (or ask your salon stylist to do a patch test, even if they've dyed your hair for you before). Allergic reactions can be triggered by repeat exposure, so even if you dye your hair after now and don't have a reaction, you're unfortunately never completely out of the woods.

Identifying Chemical "Henna"

Chemical "henna" pastes use unsafe chemicals to extend the shelf-life of the paste and create unnatural stain colours such as red, green, blue, pink or - the most common culprit - black. Black henna is particularly dangerous, as it is most commonly mixed with a chemical called paraphenylenediamine ("PPD"). When used in black "henna", the PPD levels are dangerously high and can cause dangerous reactions.
Henna paste is like food; once it's made you have a small window of 24-48 hours in which you need to use it or freeze it. If you freeze henna paste, it will retain its staining power usually for around 6 months. Freezing does not stop the deterioration process, it merely slows it down. Putting your henna in the fridge can also slow this process slightly, but it can cause issues with the essential oils in the mix, so it's often not recommended.
In addition to offering a range of unnatural colours, chemical pastes will also use a combination of solvents and preservatives to make the paste "shelf-stable", meaning that it can be left on a corner store shelf. Natural henna paste cannot survive this, and it will lose its staining power after 24-48 hours.
So how can you identify chemical paste? There are a few telltale signs:
CHECK THE CONE
Chemical henna cones are often brightly coloured and branded. They are usually sold in boxes and can be found in corner stores, family stores and online (Amazon and eBay sell a variety of chemical pastes marked as "henna", as do other notable retailers).
CHECK THE NAME
Most chemical pastes are sold under one or more brand names. These include:
Most of these products will be labelled as "natural henna", "herbal henna", "henna product", "product of India" and - most worryingly - "No dangerous chemicals!". Henna is not currently regulated like food or cosmetic products, so currently there is nobody to stop these companies from deliberately misleading customers.
CHECK THE SMELL
Henna should have a natural, earthy smell with distinct natural oils such as lavender, cajeput, eucalyptus or tea trea. Chemical paste smells, well, chemical. It will be harsh, sharp and unpleasant.
CHECK THE DATE
As mentioned above, chemical preservatives are added to chemical pastes to make them last longer. Natural henna must be used or frozen with 24-48 hours of dye release. If left at room temperature, the quality of the henna will decline very quickly.
CHECK THE COLOUR & STAIN
Natural henna paste will always appear as a brown or greenish-brown paste when applied. It will dry as a dark brown paste that sits on top of the skin and will crumble away like piped icing. Once removed, the initial stain will be orange at first and will darken to a shade of brown over 24-48 hours. Chemical pastes often stains instantly and in a wide range of unnatural colours.
CHECK THE INGREDIENTS
Natural henna paste is made from 4 main parts:
If you can't find the ingredients, or if an artist or supplier won't tell you the ingredients, walk away. It's better to be safe than sorry.

How long will it last? How do I get it off?

This is a hard one to answer, and it will completely depend on how the chemical paste has been made. The short answer is that your skin cells have been stained, and the stain will fade as either the dye or your skin naturally wears away.
My understanding is that the stain from a chemical paste often comes from a dye molecule which could be henna-based or could be completely synthetic. The best answer I can give is that the stain will come out after all of the stained skin cells have worn away, which will happen naturally. You can speed up the process slightly with gentle exfoliation, but please don't try and scrub the stain away. The skin in this area will now be sensitive, and scrubbing too hard could cause further damage. A gentle exfoliate like a light body scrub with a soft loofah and gentle circles is the best thing I can recommend.

Cross-contamination after staining

To the best of my knowledge, once the chemical paste has been removed and the area has been washed, there should be no further contaminants on the surface of the skin. However, I've not currently been able to find a definitive answer either way. I would always err on the side of caution, even if it's only for your own peace of mind. If your exposure to chemical paste was on the hands or fingers, take extra care to wash your hands before eating or drinking and try to avoid touching your eyes.

The artist/supplier told me it was natural henna...

As above, there is nothing to stop chemical paste manufacturers from labelling their product as natural henna. And technically, they're not wrong - the ingredients in their paste are natural. You wanna know what else is natural? Cyanide. Arsenic. Snake venom. Natural does not equal safe.
This is especially common in tourist trap areas where locals are trying to make a quick buck off unsuspecting tourists. Sourcing, mixing and storing henna is a time-consuming process, and if the henna doesn't get used then it's a wasted investment. Chemical paste is cheaper and lasts longer, and often satisfies the needs of impatient tourists who don't want to wait for a natural stain to develop. Those headline henna horror stories you see about someone who got a scar from 'henna'? I've yet to come across one which wasn't some con-artist in a tourist trap looking to take advantage.

Is it ever safe to buy henna online?

Yes! Go direct to an experienced henna artist. Try searching online (or tag me in a comment below with your country/state/region and I'll see if I can help you find someone). Going to a henna artist means that you're getting a cone or batch of their henna paste which they have made. This means that they should be able to tell you the ingredients. The pre-mixed paste will likely be delivered in hand-rolled cellophane cones, and any branding will be the henna artist's own label (often added as a sticker to the sealed cone). The paste will likely be sent with next day delivery and the artist/supplier should tell you to use or freeze the cones within 24-48 hours after delivery.
If the artist won't tell you their ingredients, or if the cones don't look like they could have been made in someone's kitchen, then it's time to look for another supplier.

What are some safe alternatives to henna?

Henna is not the only way to safely adorn your body with temporary art. Here are some alternatives that you might want to look at:
INDIGO / WOAD - a traditional Celtic/Pagan dye made from plants which leaves a navy/blue stain.
JAGUA - this creates a navy/black stain. This is a fruit extract which has recently gained some traction. People tend to be more sensitive to Jagua than other staining methods, and sensitivities can develop rapidly with repeat use
WHITE HENNA - not actually a staining agent! Also known as "henna glam", "shimmer henna", "moon mehndi", "mica mehndi". This is a cosmetic or medical-grade glue/adhesive which is applied to the skin like henna, often using a hand rolled cone or a jacquard bottle with a plastic or metal nib. Once the glue is tacky/almost dry the area is dusted with a cosmetic pigment or mica powder which sticks to the glue. Other methods include mixing the pigment with the glue prior to application. This leaves a raised design that sits on top of the skin (rather than staining the skin underneath) and disappears in 1-2 days. Gaining popularity for western weddings and proms as an alternative to jewellery.
TEMPORARY TATTOO INKS - does what it says on the tin. These are often applied with paint brushes or airbrush guns and sit on top of the skin. Some can stay on the skin for days whilst some will wash away like make-up.

How does henna work?

Henna works because there is a dye molecule in the henna plant (lawsonia inermis) which reacts with the chemicals in your skin (predominantly keratin). When the henna plant is made into a paste, it is mixed with an essential oil which helps to extract and maximise the dye molecules readily available. When the paste is applied to the skin, the dye molecules move from the paste to the skin where they bind with the skin cells. This works from the top down - the dye stains the topmost cells first, and once that layer is saturated it starts to stain the cells underneath, working through the layers of skin.
This process takes time. This is why most henna artists will recommend leaving paste on the skin for at least 4 hours (although half an hour will get a 'good enough' stain that should last around a week for most people). The more skin cells the dye molecule can reach, the darker the stain will be and the longer it will last.
When the paste is first removed, the stain is orange. The stain now needs to go through its second stage - it needs to react with the oxygen in the air to develop its final colour (it needs to oxidise). After paste removal, the stain will take 24-48 hours to fully oxidise and reveal its final colour, which will be a shade of brown. The colour of the final stain will vary depending on the chemical composition of a person's skin, the aftercare routine (keeping it warm, away from water, able to breathe etc.), and will also experience some variation based on what the henna was mixed with and also the yield of the crop that the henna powder came from in the first place. It will also vary depending where on the body it was applied. Hands and fingers have lots of thin layers of skin, meaning that the dye molecule has lots of skin cells to stain. On the other hand (no pun intended), the upper arm, back, shoulders etc. have fewer layers of thicker skin. This is why a stain on the palms and fingers will always look darker than a stain on the upper arm or back.
Some people's skin is very receptive to henna, and it is possible to see palm and finger stains that can look almost black (especially once photographic filters have been applied over the top to enhance the picture). This is often the result of a great henna crop to make the powder, a skilled artist's henna paste mix, and a diligent customer who has cared well for their stain after the paste was removed.
(So when I said above that henna is always brown, no two stain colours are identical because of all these factors above. The main things to remember are that henna will never be black/red/green/blue/purple, and it will always need time to develop its final colour.)

pcpartpicker.com lists the following possible incompatibility: Some AMD A78 chipset motherboards may need a BIOS update prior to using Kaveri CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions. I don't know what that really means or what to do about it.
Problem: My machine will randomly shut off. This can happen while running a game like Civ V, Ripping a cd/dvd, or just working. I have not yet found the correlation. The shutoff is immediate, seeming as though power was cut, not like a nice OS shutdown.
I am uncertain that this has anything to do with heat. The machine, in general, seems to be running in the 30°C range. The CPU temp seems to be in the 70° range, though I have no way as yet to determine that while the machine is running. I have been running the machine with the side panel off, and it has made no apparent difference.
The graphics card seems to run at about 45°C to 49°C. I have installed the EVGA Precision fan controller for my video card. That seemed to help for a while on an aggressive curve for auto-control of the fan, but it has not really solved the problem.
The machine is plugged into a 15amp grounded US household power outlet.
I inherited this machine form my kids, neither of whom reported any of this sort of problem, though it did sit unused for several months, as it was in a BSOD kind of way. I took possession of it a few days ago and reinstalled the OS. I have installed some games and apps. The most strenuous things I have been running are Civ V and Chrome.
Can anyone give me any insight as to what may be going on here, and what I might do to fix the isue?

Question, how can a get xvesa working?
The latest snapshot change to using spleen console font looks terrible. Capitalised x, j, i, t ...etc just don't look right. The change also requires modification to tput console menus as the font is larger.
I have a onboard radeon/ati board that I use for graphics, so as a fix I thought I'd switch that over to just using xvesa.
I boot to the boot prompt, and enter
boot -c 
to enter the boot configuration menu and enter the command
disable radeondrm quit 
and it boots to vesa text mode. X however doesn't load, so I created a /etc/sysctl.conf with a machdep.allowaperture=1 entry (I also later tried with a =2 value) and I created a file I named 11-vesa.conf in /usX11R6/share/X11/xorg.conf.d with a content of ...

HAL HF-17 "Indra" have recently been delivered and military operations have already been conducted using these aircrafts. Engineers at HAL however, have decided to begin working on the next upgrade for this new plane, with the release date planned for 4 years down the road. This new upgrade will be designated with an M and all HF-17's can undergo this upgrade. In conjunction with this upgrade, India will develop their own jet engines, hopefully with aid from our foreign allies.

Notes This plane will be capable of taking off from ski-ramps given the Indian carrier designs, or from catapults. The airframe and undercarriage are reinforced to withstand the stress experienced upon landing. Folding wings, an arrestor hook, and catapult attachments will also be added, which is different than the HF-17, but crucial for Naval variants.

Close on the heels of delegating more financial powers to Armed Forces in the last one year, Defence Research and Development Organisation (DRDO), India’s apex defence R&D organisation, too gets financially empowered. Aimed at the enhancement of Defence Research establishments with improved efficiency and effectiveness, the Defence Ministry has finally decided to delegate greater financial autonomy to various authorities. This wind of change in Defence Research and Development (R&D), announced by the Defence Minister, Nirmala Sitharaman, is intended to neutralise the ill-effects of over-centralisation and facilitate quicker decision making in defence manufacturing and the ongoing indigenisation. Above all, the new decision is expected to put the defence and procurement projects that have been lagging due to various constraints in top gear.
What are the new powers delegated?
The delegated powers now stand enhanced are the following. The Powers of Secretary, Defence R&D, to sanction projects and for procurements enhanced from Rs.75 Crores to Rs. 150 Crores and for the Directors General (DG) enhanced from Rs.50 Crores to Rs.75 Crores. The ministry has approved the enhancement of powers for Proprietary Article Certificate (PAC) cases from Rs.50 Crores to Rs.150 Crores for Secretary Defence (R&D); and from Rs.25 Crores to Rs.75 Crores for DGs; and for Lab Directors it is from Rs.2 Crores to Rs.5 Crores for Lab Directors.
The approval also includes the enhancement of powers for Single Tender cases from Rs. 50 Crore to Rs.75 Crores for Secretary Defence (R&D); from Rs. 25 Crores to Rs.37.5 Crores for DGs; and from Rs.1 Crore to Rs.2.5 Crores for Lab Directors. All Competent Financial Authority are empowered to reallocate funds, reduce, and enhance costs of projects/programmes within their delegated powers. The powers of Director General (DG) have been enhanced from Rs.3 Crore to Rs.5 Crore for sanctioning Research projects to Universities, Technological Institutions and to Indigenous Defence Industry under the Technology Development Fund Scheme of DRDO.
Powers of post-contract management and maintenance support in respect of contracts for which CFA is the Ministry of Defence, have been delegated to Directors General of DRDO in line with the delegations already made to the Armed Forces. Delegations for Hygiene and Maintenance Contracts, training expenses, miscellaneous and contingent activities have been rationalised and enhanced to ensure that sanctions are given at the Director and DG levels with minimal flow of files to DRDO HQ.
Consequently, the powers for sanctioning of projects and for procurements that were hitherto with the Secretary Defence R&D have now been delegated to the Directors General of DRDO and the delegation to the Secretary, Defence R&D has been doubled, several powers relating to day-to-day functioning that were centralised at DRDO HQ have now been delegated to the DGs and Lab Directors. The delegations also bring flexibility in Universities and by indigenous defence industry. All the delegations that had been made in respect of the services have also been extended to the DRDO.
Revival of Defunct DSTMC
Another major step the Narendra Modi government has taken towards restructuring and revamping the DRDO is by reviving the defunct DRDO Science and Technology Management Council (DSTMC). The revival of the council is under the chairmanship of Principal Scientific Advisor K Vijayraghavan with Secretary, DRDO; Chairman, Indian Space Research Organisation (ISRO); Chairman, Atomic Energy Commission; and secretaries of the department of science and technology, and department of earth sciences as other members. The reconstituted DSTMC is a high-profile body to chart the future of DRDO laboratories in synergy with the science and technology department.
DSTMC will do a review of the functioning of all 42 laboratories of the DRDO and existing science and technology laboratories so that there is no overlap of work and synergy between the defence, space, atomic energy, and educational institutions involved in high-end research. The Council will also decide on research and development priorities in the defence sector and will set the agenda for the DRDO to engage in top end technologies or functional day-to-day technologies.
Why is the Delegation of Financial Powers Good?
The new decision to delegate more financial powers to the DRDO will provide it with some much-awaited autonomy as well as decision-making power. Reposing greater decision-making powers with the Secretary, Defence Research and Development—who serves as DRDO chief—and its seven directors-general (DGs) who serve as cluster-heads for the broad areas of DRDO’s research-focus is a welcome step in the light of ongoing defence indigenisation drive.
One of the major hurdles before DRDO is the lack of adequate funding and the autonomy to use the allotted funds. The DRDO chief can now sanction projects/procurement up to Rs 150 crore while the DGs can sanction projects up to Rs 75 crore. This allows them to take up new projects of strategic importance. The DRDO receives just 5-6% of the defence budget, while the comparable figure for China is 20%. If salaries and other revenue expenditure are taken out, the actual amount for defence R&D is quite less at just about Rs.9000 Crores, of which around Rs.5000 Crores is for strategic systems. DRDO needs at least Rs.5000-6000 Crores more for R&D. So, greater decentralisation of funding powers is certainly appreciable, but the government needs to implement them effectively at the earliest if DRDO is to become truly efficient.
The new decision could bring change to the common accusation that project delays have become a “part and parcel of DRDO’s functioning”. In March, Parliament’s standing committee on defence, headed by BC Khanduri, hauled up the DRDO for serious delays in projects and wastage of tax-payers’ money by leaving projects mid-way. Over Rs.2.65 Lakh Crores worth projects have been inducted or are under induction into the military, but most projects are hit by huge time and cost overruns, except some like the Agni project. The LCA Tejas project was originally supposed to be completed by 2008, but, the date of completion has been revised to June 2019. But, now the LCA project has failed to meet another deadline to get Final Operational Clearance.
Similarly, the Kaveri Aero Engine is facing several constraints in its development. The induction of Arjun Mark-II with 73 upgrades is yet to be inducted into the army which is facing shortage of combat vehicles. The two-tier Ballistic Missile Defence (BMD) System development, began in the late 90s is yet to become operational. Two Airborne Warning and Control System (AWACS) aircraft, approved in 2013 will be ready only by 2024. The Nirbhay land attack cruise missile is yet to be combat ready.
But, with these changing measures announced by the ministry, are expected to make big changes to these projects as DRDO can exercise its decision-making power more easily. Looking at the geographically dispersed Clusters and Laboratories, this move will greatly reduce file movements to and from the headquarters and facilitate faster decision-making. The Director Generals of DRDO has expressed their satisfaction at this major initiative by the Government and have opined that these forward-looking measures would ensure that majority of the decisions relating to implementation and functioning would largely be taken within the technology clusters whereas policy issues would primarily come to the Government.
The setting up of DSTMC and the empowerment of DRDO’s financial powers are all designed to boost indigenisation and promote domestic industry to build high-end platforms to reduce global reliance for military hardware. Let’s hope that these amendments will give major fillip to the delayed defence projects and strengthen the indigenous defence manufacturing sector.

Every great culture has its epic. The Greeks had the Iliad. The Indians had the Ramayana. The Germans the Nibelungenlied. The Chinese had the Romance of the Three Kingdoms. So too does CHG. After many long hours of careful cataloging, I have pieced together from countless oral renditions of ancient myths and legends, the story of our people. Here it is, written down for the first time.
 
 
Chapter 1: Rise of the Michigrils
One day, a long time ago, all the girls of [REDACTED], Michigan played CHG. As they exploited their Gril on the Internet powers to enter increasingly strange online relationships, the gender imbalance in the dating pool of [REDACTED], Michigan drove the male population to desperate measures. The lack of females not locked down in online relationships that make you wonder "how on earth did that happen" combined with the excessive levels of horniness among the males (I doubt this abnormality exists only in the females, it's probably something in the water supply since that's a common issue in Michigan) caused the males to become subservient to the females, obliging their sadistic fantasies. The girls then started a new game, chg_irl, in which they had their male pawns carry out their plots irl. [REDACTED], Michigan quickly devolved into a warzone, with rival factions of Michigrils torching entire neighborhoods. The [REDACTED], Michigan Civil War reached its height when an unidentified gril poisoned an entire class of boys (Michiganites who have seen a smol plantgril are asked to contact the authorities immediately and quarantine themselves).
 
Chapter 2: The Great Betrayal
At this peak, with the entire state of Michigan in anarchy and US Federal government unwilling to intervene for fear of nuclear retaliation (as skilled CHG players the Michigrils immediately seized the nuclear missiles in Michigan upon attempting a coup of the state), Fenn the Finn launched the ultimate betrayal. Now known as the greatest spy in CHG_IRL history, Fenn the Finn was secretly working for Finland the whole time. She had planned the entire operation, first subtly introducing ivy to CHG (before she herself officially joined, so as to not arouse suspicion), then hooking up her irl friends like Clary~ with Internet boyfriends. At last her brilliant plan had worked, and with Michigan in anarchy she phoned her ally, Guy de Reform. Guy de Reform quickly seized control of the Finish armed forces (with the help of his ally AQ the Crashed), and led them on a daring raid deep into Michigan. Thousands of Finnish paratroopers poured down upon Michigan, firing round after round at the Michigan boys coerced to defend the Mothergrilland. Of course, since Fenn the Finn had leaked to Guy de Reform all the actions of the various Michigril factions she had infiltrated, the Finnish operation was a massive success. Guy de Reform rapidly conquered all of Michigan, and was lauded as a Finnish national hero (but he was happier to find out that he now had his choice of all cows in Michigan). Michigan was renamed to Fennland, and became a colony of Finland.
 
Chapter 3: Revenge of the Michigrils
However when the entire Finnish military attacked Michigan, Putin saw an opportunity and promptly annexed Finland (AQ was supposed to stay behind and defend, but he went inactive, as usual). Emboldened, and with the US too busy trying to defend against further Fennish incursions, Putin proclaimed the reestablishment of the USSR and invaded the Baltics, slaughtering many of the Internet boyfriends of the Michigrils. The US arrested a New Yorker who walked around the streets with a Kalashnikov and Soviet Flag shouting Glory Be and defacing non-cyrillic billboards, but did nothing else. With the Streets of Tampere, where Guy de Reform once paraded down to large cheers, now harboring Soviet Tanks, a mass emigration of Finns occurred to Fennland, where Fenn the Finn and Guy de Reform established a government in exile. Angered at his abandonment of their homeland, the new Finnish population of Fennland began plotting for the overthrow of Guy de Reform. Outraged at the creation of the USSR and its murder of their Internet boyfriends, the surviving Michigrils, led by Colonel Clary, formed an underground resistance in cooperation with the Finns. The Second [REDACTED], Michigan Civil War broke out as the Fenns and the Finns began fighting. The war raged on, with the two sides dead even. Finally Colonel Clary’s second-in-command, Digi, had an idea. She got out her Discord and typed, “Oh Taqn, help me, you are my only hope” (did you really think I would spend a solid hour writing a shitpost and not include the Supreme Leader).
“Hypertension. Sorry, I meant hi. What's wrong Digi?”
Digi explained the situation to Taqn. Immediately he grasped at once what must me done. However before he could do it Michal Pawlowicz, Marshal of the Sejm, Supreme Allied Commander of the Pan-American Treaty Organization, Sapa Inca, Tecumseh, King of Kings, Augustus, Emperor of Europa, Son of Zaćmienie, the Phoenix, the Chosen One burst through the door. “My Supreme Leader, Polska… Polska has fallen!”
“What?”
“The Soviets have conquered Polska. This is all the fault of Guy de Reform! We must destroy Fennland! Can I draw up a plan of attack?”
“Well actually I already have developed a plan guaranteed to deliver us the victory in a few days.”
“Supreme Leader! Your brilliance never ceases to amaze me! I did not even have to ask and you granted my wish! HI TAQN!!!!!!!!!!!!!!!!!!!!!!!!111”
“Follow me, and we shall conquer all of Fennland.”
“Y-yes CEO.”
Taqn and NB (also known as Michal Pawlowicz, Marshal of the Sejm, Supreme Allied Commander of the Pan-American Treaty Organization, Sapa Inca, Tecumseh, King of Kings, Augustus, Emperor of Europa, Son of Zaćmienie, the Phoenix, the Chosen One) boarded a giant corgi and set off to Fennland. When they saw the Supreme Leader riding bravely forth on his corgi shouting the ancient Taqnese war cry “wee,” the Finnish soldiers fled in fear. NB waved the Taqnese flag and shouted “yay.” Fennland was quickly conquered liberated. Everyone was happy and greeting the Supreme Leader, but then Fenn the Finn and Guy de Reform, the two tyrants of Fennland, came forth. They had with them a huge army of Finnish soldiers. But even this massive army was no match for the Supreme Leader:

Fenn gasped and understood at once. “Oh my Uudistaa, even in death you seek to grant my lifelong dream of an ikea orgy. How noble and selfless.”
Fenn the Finn picked up Guy de Reform and carried him away to the nearest Ikea. There they shared a final kiss before Guy de Reform died and Fenn sudoku’d herself to join him in Finnish Ikea Heaven forever. It is said that if you visit that abandoned Ikea in Michigan you will still hear the cries of pain and pleasure of Fenn the Finn.
 
Chapter 4: The Conquests of Taqn, Hero of the World
Michigan was now an official state of Taqnia (of course all states are unofficial states of Taqnia, they just haven’t recognized their true ruler yet). The Supreme Leader wasted no time however. He immediately invaded Canada.
“Major Andy, forces are attacking from Michigan!”
“Noted.”
But before Andy could do anything Taqn applied operation #Bandy, and destroyed the Canadian army.
“Wow Supreme Leader, you just #Bandy’d an entire country! You really are Supreme! Where’s the leader of Canada to admit their defeat.”
“According to the recent election in the Canadian Totally Not Model House of Commons Ace is, but he hasn’t been seen in decades, so I think we’re good.”
BUT THEN THE AMERICA FANBOYS ATTACKED
When the US fell apart due to the Michigan crisis and Finnish invasion, a Georgian proclaimed the establishment of the Roman-American Republic, modeled after one of his recent wetdreams. He took Roman stuff like losing mk7, gory gladiator fights, and invading the Middle East and blended it with American stuff like losing mk4, a bunch of men in tights throwing the skin of a dead pig, and invading the Middle East and decided to take on Taqnia to establish a glorious Roman-American Republic. Of course this was an awful idea, and despite having a 12.5 point lead he lost. Taqnia now encompassed all of North America (when the people of Mexico were given a choice of being ruled by the Supreme Leader or a maniacal ash-raping Mexican who called himself a “cossack” they unanimously choose the former). Suddenly from the Pacific a giant navy loomed. It was… Taiwan! A little girl led a vast army of slaves, who chanted in eery unison, “slaive labor is the way, the only way.”
“Wee” said Taqn. “My nemesis has arrived. I shall have my revenge for her bans.”
As they met on the beach she cried “I have come to retake California! Go back to uncensored!”
“NO” cried Taqn. “It is YOU who will go back.” Then he started reciting curious george erotica. The Taiwanese girl screamed and hurled herself into the ocean, where she was never seen again.”
After a few more battles (some of the more notable ones involving a cabbage, a seal that spewed screenshots with insulting titles like “taqn_being_dumb.png,” a horny Filipino that scientists believe is distantly related to Fenn the Finn, and an insane cleaner who attacked Taqn with a mop) Taqnia controlled most of the world. Everything was really great until one day Taqn received a mysterious letter.
 
Chapter 5: The Final Battle
“WE ARE WATCHING YOU. CEASE YOUR ACTIVITIES AT ONCE. -IAI”
“Supreme Leader, what does IAI mean?” asked NB
“The IAI stands for the insomniac asshole illuminati. They are a secret group of asshats who stay awake late into the night, secretly ruling the world through their late-night VC sessions.”
“But we have conquered every country. Where could the IAI be headquartered?”
“There is one country we have not conquered yet. It is… Australia.”
“Au-australia?” NB mumbled. A chill went through him. “Yes, Australia is the land of the IAI. We must defeat Australia to overthrow them and liberate the world.”
So the Taqnese army sailed to Australia.
“Supreme Leader, it is very dangerous in Australia. It is a land notorious for its trolls. Please let me land first, to protect you.”
“I find your lack of faith disturbing, NB. I will go first. I am the Supreme Leader and I will lead everyone against Australia. No harm can come to me. Fear not, for I am with you.”
When Taqn landed Vanadius immediately attacked. But Taqn did not flee, he firmly stood his ground and executed his brilliant plan, called #BanneVanne. Now that the central flank of the Australian army was destroyed, the two side flanks attacked. One side came Klo, and on the other Soup. The two decimated the Taqnese forces with their vicious trolling. But the Supreme Leader stood firm and tall and mighty and muscular and with perfect hair and defeated their feeble attacks with a swipe of his hand.”
“Yay! We won!” NB waved the Taqnese flag proudly.
“Not yet.” A troll jumped out from behind an emu.
NB gasped. “Who are you?!?!?!?!?!?!?!?!?”
“It is I, ŤලፑϋጠÕŇ, Troll of trolls.”
“But I thought you were Canadian. Didn’t we already defeat Canada? We are you in Australia?”
“Ha! You fools! My master plan has worked! You all falsely believed me to be Canadian, when in fact I am an Aussie, the leader of the Insomniac Asshole Illuminati!”
“I’m afraid it did not work” replied the Supreme Leader coolly.
“What?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?” howled ŤලፑϋጠÕŇ.
“It was obvious to me. You’re nowhere near polite enough to be Canadian. And the fact your face is a literal trollface gave it away. BEGONE TROLL.”
“No u” ŤලፑϋጠÕŇ whimpered.
“No no u” commanded Taqn.
“No no no u” desperately cried ŤලፑϋጠÕŇ.
Taqn sighed. “I guess it’s enough fun and games. No u infinity.”
“NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO” wailed ŤලፑϋጠÕŇ as he died of hypertension.
“Yay! We did it! Taqnia rules the world!”
The Cult of Hi spread across the Earth, where everyone greeted Taqn every day. Membership of the National Taqnese Nationalist Party of the Taqnese Nation of Taqnia exploded as everyone joined it and praised the Supreme Leader.

Preface
There have been a lot of people who believe Kaby Lake G's GPU is Vega based, due to conflicting information published by news outlets over the past several months, and the use of the marketing name "RX Vega" for these products. This post will attempt to explain why RX Vega M GL and GH are probably not Vega based, at least not for graphics core IP. I'm going to try to go about this in a bit of an u/AdoredTV style transcript ... I did a little extra research today, and this post is a long one, so grab some popcorn if you want to stick around. :)
AMD Confirmed Vega in interview?
There has been a lot of confusion on forums and also within the press on whether or not Kaby Lake G's Radeon GPUs are based on Vega or Polaris. Many media outlets have claimed that this was a Vega GPU, and AMD's James Prior gave mixed messages himself. However, all available evidence from the GPUs themselves points Kaby Lake G's Radeon RX Vega M GPUs to the Polaris family.
In an OCUK interview with James Prior, James made several statements about the Intel GPU deal based on questions asked by OCUK members. I was lucky to stumble upon this interview as it was linked by another user u/lefty200 (thanks lefty!) who told me 3 months ago that AMD confirmed this was a Vega GPU in this interview. I disagreed with him at the time, and here's why:
James is questioned by the interviewer-
"A few questions here ... will AMD use the same Vega package tech that they're using in Intel laptops with new graphics cards? ... if AMD continue with HBM ... have they found a way of making it cheaper to produce at scale ...?"
James' answer -
"As far as the package technology used by a certain other company who are buying our graphics because they are so much better than anything else than they've been able to have access to, then, I would say that we look at IP and our own structure and methodologies, but we're gonna follow what IP we own and what methodologies we own, and our backend test capabilities ... (EMIB) would be evaluated if it was appropriate..."
At ~24-25 minutes, James is asked again about the Intel deal. He answers:
"... we'll see how that product goes, a lot of those decisions and choices were made by the customer and not by us; we simply fulfilled their requests and requirements the best we could. And you know, it's very pleasing to see the that, you know, everybody can recognize the excellence of Vega"
...

... lets analyze this a bit further.
James' first statements in the video are clear and carefully worded, possibly hinting that AMD didn't actually want to sell Vega to Intel for Kaby Lake G, because that IP is better, and they would like to sell it for themselves. What could back that theory up?
AMD Fenghuang Raven / AMD 15FF - a 24/28CU Vega GPU or APU.
(For reference, Raven Ridge was 15DD.)
James Prior's more interesting comments made later at 25 minutes do imply but not confirm that the Kaby Lake G GPUs are Vega-based, which further added to the massive confusion about what architecture the new GPUs were based on. James also talks about intel's customization, something I am going to touch on before concluding this post.
I found it quite hard to believe and still find it hard to believe that RX Vega M is Vega based because its leaks listed GPUs identifying as gfx804 architecture. I'll talk more about gfx804 in later sections.
Polaris 22 has been known by some people for quite some time.

PCWorld posted a screenshot today of a retail part's information in AIDA64 Engineer, which clearly stated these things:

RX Vega M and its drivers tell programs and the OS that the GPU is Polaris 22, device 0x1002 0x694C:C0, and only supports the DirectX 12_0 feature level that Polaris does. According to AMD, Vega supports 12_1. It literally tells us straight up that it is Polaris 22, with Polaris capabilities, yet many people still believe that it is Vega.
RX Vega M's engineering sample drivers and retail drivers give us blatant clues about what is under the hood through OpenCL information.
As we learned above, we now know that at least one variant Kaby Lake G's retail RX Vega M identifies itself as DeviceID: 0x1002 0x694C:C0.
It is important to note that the retail part revision is C0. We saw this same part revision as an ES in the past, through multiple benchmark leaks over several months. With rumors swirling that the retail part would be called Vega, some people speculated that the ES GPU may have changed from Polaris to Vega in retail form, but that is simply not the case as the GPU DeviceID has stayed exactly the same, without even a change of the revision number.
Here is collection of leaked, publicly available benchmark results for 0x694C:C0. The first three of them have gfx804 (that we learned about earlier) as the OpenCL device name, listed somewhere on the webpage.

Doesn't seem to be a coincidence to me. Polaris drivers at the time were spanning 22.19.1xx.x, Vega Frontier began a fork to 22.19.3xx.x, and RX Vega began a fork to 22.19.6xx.x. We didn't see Raven Ridge come around either until 22.19.3xx.x and 22.19.6xx.x forks as shown by these Ryzen 5 2500U and Ryzen 7 2700U compubench results, that u/TUM_APISAK posted on August 9 2017.

(Vega FE was running on 22.19.384.2 in the April 3DMark results.)
Support for the rest of the older GPUs got carried over in later forks, but those .3xx and .6xx forks specifically seemed to coincide with the Vega GPUs.
So it seems that RX Vega M was running on drivers that predated Vega. Vega was already running 22.19.3xx.x in April and Polaris was still running 22.19.16x.x in June. It is highly likely that RX Vega M's drivers were forked from the rest of Polaris and continued to be classified as Polaris drivers until forks between Vega 10 and Polaris 10/11/20/21 were merged in later releases. If someone would like to point out any Vega GPUs running way back on 22.19.1xx.x drivers, please be my guest.

It's simple: gfx804 is the known architecture level for Polaris 12 (RX 550) which was released in April 2017. My hypothesis is that AMD finished Polaris 22 for intel shortly after it finished Polaris 12, and the drivers for RX Vega M were branched from Polaris 12.
Here is a list of common AMD products, codenames, and gfx*** numbers for reference:

According to AMD:
... Rapid Packed Math. Support for 16-bit packed math doubles peak floating-point and integer rates relative to 32-bit operations.
This means the GPU does 2x 16-bit FP and INT operations vs. 32-bit. This comes with reduced precision, but the double rate can be useful for certain compute tasks that do not require 32-bit or 64-bit precision.
SiSoftware Sandra's GP (GPU/CPU/APU) Processing should show whether a GPU has double-rate 16-bit FP enabled. Vega APUs do not seem to have RPM enabled in the driver yet:
RX Vega M GH-

So it seems that Rapid Packed Math is not doing anything on any of these GPUs as 16-bit FP is still 1:1 with 32-bit FP. Because of this, one must assume it is just disabled in the driver for at least Vega 11 and 64 so these results are inconclusive.
ROPs? ROPs? ROPs?
Intel states that RX Vega M GH has 24 CUs and 16 Render Back Ends, with up to 64 pixels / clock. RX Vega M GL has 20 CUs and 32 pixels / clock.
AMD doesn't usually describe its pixel engine this way, instead describing its Render Back End throughput at 107 Gigapixels/s for Vega 64 Liquid. Page 14 Vega Whitepaper
Vega 64 Liquid has a peak engine clock of 1677 MHz, so we need to divide 107,000,000,000 pixels/s by 1,677,000,000 Hz to get 64 pixels / clock.
Fury X had a peak Render Back-End Throughput of 67Gigapixels/s, and peak engine clock of 1050 MHz, so we can divide 67,000,000,000 pixels/s by 1,050,000,000 Hz to get another 64 pixels / clock.
This means intel's chosen ROP throughput is actually equal to Fury X and Vega 64's per clock despite only having 24 CUs vs. 64. AMD does not usually include so many ROPs with low CU counts - smaller designs, like the RX 580 (Polaris 20) and RX 560 (Polaris 21) only do 32 pixels and 16 pixels / clock respectively which are 1/2 and 1/4 compared to intel's Polaris 22 monster.
Customization?

Conclusion
I believe the overwhelming evidence suggests that Kaby Lake G's RX Vega M GPUs are based on Polaris graphics core (gfx) IP, with some quirky / odd customization, and maybe some Vega IP sprinkled on top or everywhere else. ;)

2018.03.15 15:11 BadReIigion @AMD Whats the issue regarding Raven Ridge Drivers? Why isn't it part of the regular Radeon Software "Adrenalin" Suite?

So I ve tested hundreds of applications on Raven Ridge and I am not happy (specially mobile).
E.g: The HP Envy x360 (Ryzen 5 2500U) is out now for more than 4 months and no (official) driver update has been made available. The current drivers are buggy and unstable. So buyers that wanted a notebook that allows for casual gaming (a selling point of Raven Ridge) got screwed basically, similiar situation for 2700U notebooks.
The situation for 2400G/2200G is better, since the launch driver is fairly new. But there is no way to determine what optimizations the driver includes or not (and will they get more updates regularly?). Not to forget that you miss out all "Adrenalin" features.
For the last few years ALL APU's (Bristol Ridge, Stoney Ridge, Kaveri, Kabini ect) including their mobile versions got driver updates from AMD through their WHQL releases and still do.
It was the big plus to know, that when you buy a Notebook with an AMD APU you will get proper driver support for games (not only) compared to Intel e.g (and even they have frequent releases now and upped their game).
With most advantages gone, that would potentially come with an AMD GPU inside, why should anyone buy a Raven Ridge Notebook at this point?
Specially now, when GPU's are rare and many tend to buy an APU as a temporary solutions the current driver situation seems odd.
In the past you've got weak Bristol Ridge Laptop's with great up-to-date drivers. Now you get powerful Raven Ridge Laptop's with old & relatively bad drivers. Cant be.
Edit Would love people would stop searching excuses and focus on being a paying consumer. Dont get me wrong, I want them to do well, but why launch a product this way (specially mobile)
Basically I would just like to know (from AMD), what a buyer of 2400G/2200G and 2700U/2500U/2300U can expect regarding driver support (I dont care why). Should not be that hard to answer. Its just important to know as a consumer
